Memory Alpha..Pre-requesites?

I've tried to talk w/ E'Jemm @ Sol Starbase to "Get the mission" to take a sample to memory Alpha, but It does not give me a "Mission"..only an explanation of memory alpha in general...Is there some prerequesite I need in order to speak to E'Jemm and make him give me the mission?

I've gone to memory aplha, talked w/ Romaine...and she doesn't give me a clue as to how to trade in my samples.

you trade them in by buying stuff from her store using the mats youve collected.
