How to get past the first person in Memory Alpha to use the other scientists?

I've been bringing crap to that lady since I was in my ensign ship, I'm now in my Commander ship, and I still can't get an option better than a Mark II item from her. How do you get past her?

Some say it is 7000 ec worth of materials and like 60 red and light blue resource materials. About 15 combines. I'm at 36 phasers and prob 10 torpedoes and STILL haven't advanced. I said screw it, I can get just as good of gear from explorations and not have to keep an inventory full of garbage.

This seams the way to go Leave it alone - Bank your findings untill it works proper or is replaced with something better - worthless piece of junk that it is.

Memory alpha draws directly from your bank too. SO you can keep all the resources in there.

There needs to be some visual skill ticker to work through.

I have made numerous items and still no go. I heard the higher value items you make the quicker it goes, but again hearsay from the forums.

This whole, "I hope this is working?!?!?" routine is not working.

It takes 7 phaser combines...

If you are waiting for the person to tell you you've advanced, you'll be there forever...there is no notification that you have advanced...once you do 7K value worth of combines (7 phasers) you can use the next set of people...this had been confirmed 100%

I gave up on Memory Alpha because the so-called "crafting" is just ridiculous and more poorly documented even compared to the rest of the game.
