Can the Runabouts name be renamed like the other ships or is it jiust the NCC # but not the USS name

There is a rename option for the runabout.
FYI runabouts are generally named after rivers.

How do you get Runabouts? Are they a pet or do they become the players ship?

You buy them at DS9 for close to 150k, you then select them out of the shipyard.

They are a type of ship you can get from Deep Space Nine. Not very good, but unique I guess.

nut you can change the registry number on them

another thing, like the Klingon ships... you cannot customize them except for paint jobs.
