As far as we can tell, Astrometrics is good for improving charged particle burst which is good for removing cloak and damaging sheilds.

oh pleez...the info provided in game is next to useless...the OP has a fair point. Very few of the skills are explained well enough to let you be sure.
If you take the right click when you skill up, it tells you (for example) "Skills affected: e.g. Weapon Malfunction, XXX, YYY".
Now last time I checked the use of the phrase e.g. was to provide a partial list, rather than a whole one.
There is no indication beyond that.
I'd suggest that the OP goes look at one of the wiki sites that seem to be popping up. There may be more information there.
