My wild guesses:
Bird of Prey
Escort equivalents. Or to be more precise, the escort class is the Federation's interpretation of birds of prey.
Battle Cruiser
Cruisers, but with more emphasis on offense and front-loaded damage.
Carrier
Big hard to kill ships that shoot fighters at you.
Raptors
Uh, what?

Please set me straight.

Bird of Prey
Universal Ship. Small, fast maneuverable can use any and all combinations of BO abilities. Think of it as a Science Ship with the ability to output the DPS of an Escort. The only equivalent that the Federation has close to a Universal Ship is the Runabout.
Battle Cruiser
Cruisers, but with more emphasis on offense and front-loaded damage. They can also use Cannons which for a long while the Federation equivalent couldn't. Though they can still use the heavy and Duel version while Federation carriers can't.
Carrier
Big hard to kill ships that shoot fighters at you. And facing more than 3 in a tight group in PvP is impossible to beat.
Raptors
Escort. Not very many Klingons use this class, opting in favor for the just as damaging, more so in some cases, and more maneuverable BoP.

It's not a translation of one ship type to a matching ship type. Those are the apples and these are the oranges.

THIS

while their are similarities, you must remember different cultures created different ships for different purposes.

the federation only recently got into the warship game with the borg and the dominion war. klingons have always been into warships

Federation has always been into science, exploration and self sufficiency of its ships to a point.
klingons fight. only recently did they find the usefulness of science from the federation most likely.

Bird of Prey - Universal ship that can be played like an escort, are commonly used like sci ships in practice (tend to be particularly annoying because of the uni slots which you can set up just about any way you want, 3 sci officers anyone hahahaha)

Raptor - Take a Fed escort, add cloaking device, this is the closest thing to a fed ship.

Battlecruiser - Take a fed cruiser, give it better turn rate, the ability to mount cannons, a cloaking device, and nerf the hull slightly to compensate. Thats a klingon battlecruiser.

Carrier - huge ship, huge shields, huge hull, huge crew, add a whole lot of little ships inside of it that it can launch to make targeting the main ship impossible. That is a carrier.

I know this sounds silly, but regarding the BoPs, I simply can't imagine not having at least one officer of each type on a ship.

A heavily armed BoP with a Tactical Officer captain and heavy on the Science BO's ... win. Forget the engineering BO's and just go in for the quick kill. Your Science BO's should be able to jam the target, buff your shields, while your personal Tactical buffs ramp up your damage output.

The Bird of Prey has less hull and one less weapon slot than the Raptor, but the utility of the universal BO slots and the turn rate of a fighter are hard to give up.

I have a Tactical captain in a BoP with 1 tac, 1 eng and 2 sci officers and it works extremely well.

I'll have to give that a try if and when I get around to leveling up a Klingon character.
