Why can't I buy multiple ships of the same class?

While trying to buy another ship of an already purchased model. Why can I not buy multiple ships of the same class & model?

If I have the gear to fit multiple ships. It's easier for me to swap out a ship than to swap out and place the gear.

So the big question is "Why can I not have two, Tier 2 Science Vessels configured with different equipment?
Or multiples of any other type of ship class?
