Might not work anymore since STO went F2P, but how it worked was a Photonic Tribble for one referral starts playing the game, once one referral subscribed for a month, then the photonic bridge officer was awarded (could only get one), and 5 referrals subscribing to the game gives the Galaxy X ship (Galaxy with 3 warp nacelles).

The referral photonic boff is science and male. The one from the lobi store is tactical and male if starfleet and female if kdf. The starfleet one looks like the holograms from facility 4028 so it wears full MACO gear. The kdf one is in full Honor Guard uniform. The traits are completely different between the referral and lobi boffs.
