What exactly is that? A few times, I see klingons with something like IV III VII IX next to them (or whatever it is). Is there a meaning to that?

It means you have your whole away tean focused on them, you hit the little crosshairs.

Yup, or he hit " Y" [the default "focus on my target" key].
