Let me make sure I am doing this right.
I JUST hit Lt. Commander, but earlier I had purchased a skill for one of my officers BOARDING PARTIES.
He was not able to use it however until promoted. So now I have promoted him and if I am correct, I can slot that new power in my hotbar when I leave the station and embark in my new ship
Is that the way powers work?

If you have an apropiate leveled empty slot for it, yes.
If no slots exist for that tier power you can not use it.

Yep, exactly as Roach said. Specifically, to use Boarding Party 1 at Lt. Cmdr, you have to be captaining the Cruiser (not Escort or Science Vessel) and the bridge officer with BP1 needs to be assigned to the Lt. engineering station.

The Bridge Officer stations have ranks. For example Ensign Science Station. This means that the bridge officer assigned there can only use his/her Ensign abilities. You can promote a Bridge Officer to a higher rank, but if the station is an Ensign station then only the Ensign abilities can be used. As you get new ships they will come with different stations and each station will have different ranks. If the Bridge Officer is assigned to the away team then all of their skills up to their rank can be used. So if the BO is a Commander than all 4 ground skills will be available. If the BO is an Ensign then only the first skill is available.

So basically it is not smart to just go and promote all my officers right away because my ship can only take one Lt. spot and it has to be an engineer Officer

Well, I would say that if you have the merits and bridge officer points to spare, promoting all the officers you take with you on your away missions is a good thing. As attilio mentioned, all ground skills are available to a bridge officer up through their current rank.
So for you, a Lt. Cmdr, you can have it so that each of your away team has 2 available powers on the ground.

Your ground skills are not restricted, so whether it's better for your away teams to consist of 1x Lt + 3x Ens, or 4x Lt is left as an exercise for the student...

Trust me through the game , you will acquire alot of new BO's and the points to train them. SO these first few are not that important to hold to for a long time unless you have a Borg BO or some other special BO.

No.
But by the time you reach late Commander you'll be up to your nose in BOff skill points, so it's not much of an issue.
