I dunno where else to put this but I hate this mission for a daily. Why? At the end where you have to down the Dreadnauts and the big Klink ship. The INCREDIBLY bright light and smoke makes me lag out graphically every time. Even at the lowest settings I get maybe 3 - 4 frames a second.

my computer is older but still runs most games fairly well.

2.8gz duo core
Nvidia 210 512mb graphic card.
4gigs memory

for the basics... is there ANY way that the intensity of the light and even the smoke can be cut down?

I've seen it get insanely bright, but never gotten down to such a low frame rate. I have the following specs (2.5 year old laptop), which look same or lower than yours so I don't think its a problem of minimum specs, but perhaps there's an update for your video card?

Intel Core 2 Duo Processor T9300 (2.5GHz/800Mhz FSB, 6MB Cache)
256MB NVIDIA GeForce 8600M GT
4 GB Shared Dual Channel DDR2 SDRAM at 667MHz

Try changing the bloom intensity setting:
Click Escape > Options > Video >
make sure "Show advanced video settings " is checked then go
Bloom intensity (its under "Effects")
its 100 % by default.Reduce this down to 20% or even lower (i have it at 10%) Click ok.
This will reduce the blinding light effects from explosions and firepower making it easier to see your ship and the cursor.

I use powerstrip for gamma adjustment in game. That last sequence is hell even if I dump the gamma way down.
