Is the Foundry down again?

I'm sorry, I've checked quite a few threads asnd couldn't find any information to this. The most recent thing I could find is a post Stormshade made that it would be down 12/2, but as far as i know it came back up since then. For some reason I can't get past the very first screen, the character creation screen. It says i have two character slots but all the buttons that allows me to continue are greyed out, I tried deleting the character and creating a new one and it wouldn't even allow me to create a new one.

Character Creation bugged? Wanted to make a new one but no results.

i am also having problems with the foundry, it seems to be greyed out on my username too, it asks me to create a new character but when i try to it wont let me, i find this very frustrating and not sure what to do about it or if there is anything i can do about it
