Why doesn’t the Battle Cursers allow for a bridge officer higher ranking then Lieutenant? Isn’t it suppose to be like a hybrid of Crosser and Escort?

A ship is what you make it... I believe the idea is that it is meant to be an "offensive" cruiser rather than a "defensive" one or some sort of hybrid.

No, battle cruisers are a hybrid of battleships and cruisers, either packing battleship weaponry and cruiser armor, to get more speed than a battleship, or else being a step halfway between the two. That's what battle cruisers are.
Now, for Trek, they've gone the bigger gun, more maneuverable route. However, because cannons have limited firing arc, they got higher turn rates to allow BCs to use them more effectively. Except the Gal X, because big ship must turn crappy silliness on the part of the designer.
That said, I do wish the basic ship set up went commander for their main type (cruiser = engineer, sci = sci, escort = tact), then Lt. Comm for their subtype (so advanced escort has sci, while fleet escort has engineer), Lt for the other type (advanced escort gets eng, fleet has sci), plus their main type. And lastly the ensign slot, again as the subtype.

Axterix, that was exactly what I had in mind, that or just asking my own crew, it is my ship darn it.

Maybe we will eventually see ships that provide more of this type of mixes. At some point, repeating the existing configurations won't work anymore, right?
Of course, that's always a small Bird of Prey stealth nerf, since that ship allows a lot of unusual configurations, and if some ships just have them inbuilt, they might actually do it better then the BoP.
