What are the best strict role playing fleets?

I am not aware of any RP Sites. Alot of fleets claim to be RP but many are light rp at best.
Daedalus, however is, a heavy RP Fleet.

I think the answer to your question is "no" but if you find such a service I'd be very interested in it.
In the mean time you could check out our fleet. I think we'd probably classify under the "light RP" category. But we're big enough to have a band of enthusiastic RPers with both forum and in-game based role play. Check us out at http://www.3rdfleet.com

Now, I can not answer as to how update the information listed there is.

The 7th Imperial is a heavy RP fleet. We have just started a large story arc and are playing it with two other fleets (the Trust fleet and the 13th heavy cav). The story arcs are designed to give a rp reason for a terran empire fleet a foot hold in the prime universe.

As said previously there aren't really any fleet reviews around. In order to select a fleet that is best for you it would be helpful to know more about exactly what sort of experience you are looking for.
In terms of roleplaying STO doesn't cater to roleplaying particularly well, not to say that it is bad but the content of the missions isn't really supportive of roleplaying but there are groups that do cater to roleplaying better than others.
Do you see yourself more of a PvE or PvP player?
Are STFs important to you?
Do you play other Star Trek games?
How much support do you need or want?
The more information you can provide about exactly what it is you are looking for the easier it will be for you to narrow down the list of fleets and find one that actually suits you.

Now, I can not answer as to how update the information listed there is.
The truth is there are lots of crummy fleets out there being run by kids and immature people. Be careful out there specially when you receive fleet invites from people you don't know (they're a waste of time). These people just want to increase numbers without fleet membership satisfaction. Honestly, I can say that 95% of all fleets that I have encountered are run in a dictatorship kind of manner by very immature people.
I'm sorry to be paint such a bleak picture but I've been playing STO for a while and have reviewed so many flleets but still have yet to find a "good" fleet.
