D'deridex plasma torpedoes

I've noticed that D'deridex Warbirds now have the ability to fire three high-yield plasma torpedoes. Does anyone know if this is an ability unique to the D'deridex, if a BOff can learn such an ability, or if this is a special plasma torpedo launcher?
And if it is a special Plasma Torpedo launcher, is it or could it be available when you replay "Cutting The Cord"?

It's special to those NPCs

Darn, I was hoping for it to be either a new ability for BOffs or something that can be used as an alternative to the Tractor Beam Mine reward from Cutting The Cord. I only got some amusement from them using them against Breen Frigates, but that was about it.
