With all the newest press releases being about C-Store content and comments made on stoked about new races and buildings and stuff being added to the foundry to keep it fresh, it naturally occured to me that there could be plans to charge for additional foundry resources to add better things to missions. Please tell me this is not going to happen.

Wouldn't surprise me. In fact, I'd say they're planning on it in the future.
Also of note, when they still had it on Tribble the missions limit was 8 missions. Published or unpublished. I suspect that they may have upped it to 10 on the Holodeck build if they are feeling generous.
But 8 is a healthy number to assume you have for total number of projects (until you try it!). But until they outline a specific plan, I think it's best to assume that any more mission slots might cost you something say in the C-Store like additional characters/ship slots.

I highly doubt it, its an engine that depends on high customization and we already have the ability to use C-Store costumes to customize NPCs in the Foundry without buying that content. They would have no reason to start charging the content produced when the parts themselves are the most likely starting point for such a campaign.

Considering the Foundry is free mission content for them (and free publicity), I'd think it would be strange.
My guesses:
Mission slot unlocks (which are being discussed as earnable as well)

Darren,
Can you point me to the mention of earnable slots? I hope it is not a deterent earnable which the 500 emblems are for ships.

It's been mentioned on the forums and dstahl mentioned it in the phone call Stormshade, jackalope, and him ran a couple months back.

The OP's question is legittimate. Think about it? What would happen if STO went F2P?
In any case, we are already PAYING to produce free content for the Devs.
Or think about this hypothetical breakdown:
Facts:
$14.99/ mo gives you access to the game only.
$18.75 gives you access to the TOS interiror and shuttle (due to limited time only, costumes does not apply)
$25 gets you the referral award ship
Hypothesis:
$X amount gives you access to exclusive Foundry controls

I'm positive that Atari thinks it's a good idea. We'll see what Cryptic does.

Already I have seen missions which are just made to be places. I've seen fleets make their own Starbase maps or someone just make a deck of their ship with the favorite things.
I see no issue using newwly created assets there or even cstore content (if applicable) even if you have not purchased it. For one thing, to be fully immersed you will go about buying/earning it yourself.
I don't know if there are plans ofc, but I would assume we will only be charged for mission slots and not access.

Considering the Foundry is free content, I'd say they'd make mission creation free (but have a lower cap of missions on bronze accounts) then they'd have a finite number of Foundry missions per day or per month that you could play on a free account.

No, the Foundry is what makes STO stand out from all other MMORPGS (except that it's Star trek, of course).
The only thing I can see for the C-Store are additional mission slots. Maybe even a premium-mission slot that can have 20 maps or whatever. But that's it.
I am certain that Cryptic will not put Foundry-assets on the C-Store.
