Cutting the cord - getting a safe distance????

I have been trying to finish this mission for days now, with no success. I'm at a point where I'm supposed to reach a safe distance and order a bombardment. My problem is - where is this safe distance?? I've been all over this map and no matter where I go I can't order the bombardment.

bring your map up and zoom in and you will see a little circle. if memory serves me it is in the top right hand corner just past where you fight hakeev.

In the area where you fight Hakeev, press the scanner key (V) and you will be directed there. You do not need to go up/down any stairs to gangways.

You're looking for a ship icon just like when you had the options to order aerial bombardment elsewhere.
