So if two ships with FBP III shoot at each other, will the FBP pulses trigger more pulses back and forth until a FBP runs out?

From what I can tell when I'm in this situation, no.

It's the same effect as diving by 0; you tear the fabric of the space-time continuum.
But in all seriousness, I believe that only damage from energy weapons will count towards FBP's returns. While FBP does "energy damage", I think it's treated differently than normal beams and such. But I'm not positive.

If it worked that way... the horror...
Imagine a private PvP match with Carriers and Nebulas on both sides, spamming Fire at Will, FBP-reflecting Feedback Pulse, fighters, and then throw in a Tachyon Detection Grid.
...aaand there goes (http://i75.photobucket.com/albums/i312/vidrazor/wmp-bsod.jpg) your graphics card :D

In case you'r here since release and read every patchnote - it doesn't work that way.
It repulses beam and cannon weapon damage.
