Engineers can make Mortars and it seems like they fire but I have not really "seen" their fire hit. How effective are these things and how do they work generally speaking?

in all honestly, they've done me no good, especially in comparison to the Phaser turrets.

it is only because i am lazy that every engineer in my away team has 2 turrets and 1 mortar... Lazy because i don't want to respec to train my BOff in turret III. Mostly have a minimal of 2 or like on my main 3 engineers so that makes for 6 turrets /level I and II\ and 3 mortars /level III\. They do ok damage as wel as give a knockback animation

They work like any other AOE ability (area of effect) they spread a larger damage rating over every target in the area when they hit which means the more targets the less damage it does. but it does come in handy in stf's dealing with large mobs or holding back workers.

I used to have the same setup, however I find that two turrets and a support drone to be a more effective combo.

This is my general setup, too.
Anyway, I used mortars for a while, and I had two issues with them. One, they're kinetic damage, and shields can soak up kinetic damage all afternoon. They only do heavy damage to enemies that aren't a real threat to begin with. Two, there's a delay from the targeting circle appearing until the explosion goes off, and enemies have a habit of just walking out of the circle and the explosion goes off without hitting anyone.
