I just got my 500 day reward and I went to the tailor but all I can find in my costume options are the veteran shoulder pads with and without fur. Do I need to be a certain rank to get the cape or do something else? My Klingon is only Cm6. Thanks!

Rank shouldn't matter.
To access the cape you have to select the Veteran Shoulders with the Fur. Then new options appear for the cape (one for each shoulder). One with the silver triming the other without.

As long as you have the vet shoulder pads (with or without fur), you can select the cape strips.

It may have been corrected in a recent patch, but I seem to remember that the cape was only available with the fur shoulders.

Got it. Only works with fur shoulders and the armored upper rather than the standard issue. Thanks for the info.
