Is there a source of better explaination for what the skill points actually do. Like i just read, "if u max power to weapons than you dont need points in weapon system efficientcy". Really? wow. I need to know these things. Is there more advanced explainations for how the skill points work.

I am trying to put together a ground pvp engineer that can handle VA level stf's. More on that as I dont have a copy of my build but would love to get some feed back on reference materials.
