Hull Strength?

OK,
I play a VA science and fly and intriped class retrofit. On more than one instance I have ran across same tier ship with 8000 more hull points. Why is this? The Game says 27000 but I have seen 35000 numerous time on other toons. I have respeced, crafted, and looked at skills that might help. 8000 more points would be very usefull in a PVP. Can anyone explain this to me.

you have to skill the voices of "deep space retrofit" or something like that

go to your skills and you can see their are sci ships at every tier. they all give a +25% stats to all higher level sci ships.
