Hi also a Tac in an Assault Cruiser, I run a more conventional 6 array 2 torp build so my only real suggestion is switch the BTS with a Tac Team as it is the only way to get rid of the Borg Boarding parties which mess up your cool downs. Also you don’t need 5 different Emergency power to X powers as with cool downs you can only use at max 4 you can get something else out of that extra slot like Aux to SIF or another EngTeam to help you hull tank since the borg are the only NPC’s who know how to strip shields.
Now the rest is just suggestions/assumptions since as I said I run a different weapons load out.
Since your using 4 DBB’s I’m guessing you try and stay pointed at your target, If so then you’re not getting anything from your aft beam arrays you can us Plasma Turrets can get you more forward DPS. With Emergency Power to Weapons the energy drain shouldn't be that bad.
Also have you considered Hargh'peng Torpedos? You’re build seems to be decent at stripping shields and they are a good way to make use of torpedoes without using a BO slot plus with DBB’s your trying to stay pointed at your target anyway.

im using all beams so i can get a beam overload at all angles i do agree at swtiching BTSS to tactical team becasue i do belive its effected by science skill which i do not have i go like the idea for another enginering team...im not speced out for EPTsif unforunetly
if i go full borg set will that hep in my tanking???

I'm not sure on full borg set, as I don't have it.
personally I would ditch one of the Beam overloads. If you want to be more tanky then try an attack pattern delta 1. I would also agree a tac team would do wonders. Combine it with a transfer shields and your shields will be good.
My normal set up for the assault cruiser is 1 torp, 1 dual bank, 2 arrays fore and 3 arrays 1 torp aft.
If you don't want a torp fore and aft then I would suggest using atleast a beam array fore just to get a little more from a broadside. But really, you cant go wrong with quantums.
You might also want to try out aux to damp. In place of warp plasma 1. It will give you some more defense, and a little better turning so you can get your dual banks off. And if you're having trouble tanking try Aceton field 3 instead of warp plasma 3, although it is cleared by hazard emitters.
Tac:
Tac team 1, Delta 1
BO1
Eng:
Power2shields, power2shields, Aux2Damp, Plasma3/aceton field3
Power2weapons, Eng team2, DEM 2
Sci:
Hazard 1, Transfer shield 2

I use only 3 pieces of the Borg Set myself the 4th only gets you a half tractor beam half energy siphon power so your better off using some other Shield or Engine. I like it better then going 2 and 2 with the Aegis set though in all honesty it's probably more a matter of personal taste which is better for "tanking".
3 Borg pieces get you a hull heal and a shield heal that have a chance of going off every time your hit. While the 2 Aegis 2 Borg set adds 15 to your defense which reduces the chance of you getting hit which ironically reduces the effectiveness of the Borg's hull heal proc.

Just farmed Kerrat a bit, I'm going to suggest a radical move of using Attack Pattern Omega I, why? because it's a real pain to get tractored by 3 Spheres just 10.1 Km from the last repair hulk. All the tanking and firepower in the world wont help you if you can get to the thing you want to hit. ugh that cost me 1st place a few times I could almost taste the purple reward :(

You can have polarized hull agaianst tractors...there is plenty of heals from engineering skills.

Just a question. PvE "tanking" or something that can be durable in pvp? This will be paper thin against live opponents.

Replace one Neutronium Armor with a +Shields power console
Go for Aegis Deflector Borg Engine+Shield (far better after the Covariant nerf, assuming you keep high shieldpower)
Switch to following BO setup:
Tac LT: TacT1 - BOL2
Tac En: BTSx1
Eng CM: EP2W1 - EP2S2 - DEM2 - DEM3
Eng LC: EP2W1 - EP2S2 - ETeam3
Sci Lt : HE1 - TSS2
Power : 95 - 55 - 25 - 25
With Efficient Captain + 1 Efficient BO (Borg) youll hit 125 shieldpower, assuming you go 9/9 in Shield Effiiciency and Performance. Your weapons power will be 125/138 with EPW1 running.
