How can you trade your already commissioned Bridge officers with other Bridge crews on your account?

This requires the use of a 'trusted' third party to facilitate the face to face trade of a commissioned BO. There are some restrictions to this... (e.g. Receiver of the BO must have an open BO Slot, All BO equipment must be stripped. All parties involved must be of higher rank then the BO)
I would recommend using a fellow Fleet member to do the transfer with, as you are much less likely to get scammed by a Fleet-mate, (this is what Fleets are for...) then using a total stranger...
