I have heard this idea flung around a few times and while initially I was unsure about it; the more I thought about it the more it made sense.
Part of the stated idea behind forced ground/space splitting was to FORCE the players to have a certain level of potency on the ground so that the Devs could make harder ground missions to take advantage of that. I am uncertain how well that will be realized if those who were good at ground are even better they will simply laugh at the "Harder" content and those who were bad before will likely remain bad just live a few more seconds before the Borg or Breen Tea Bag them LOL! :D However, the basic idea behind that change is legitimate and could really be expanded upon.
Here is why removing the Cap could be a good idea|
1) It brings STO in-line with other PWE franchises and other MMORPG's who have long since given up on such arbitrary caps.
2) It would allow players to get the most out of any given ship and thusly allow Cryptic to design end-level ships/consoles to work best at full bore. This would mean that ships and special consoles could be tailored very specifically by the Devs to fit very particular goals and uses, because they would know before-hand exactly what skill could be behind these systems.
3) It would give VA/Lt. Gen characters a reason to do missions that do not just provide Dilithium. This would also give them more to shoot for in the game, maxing their potential out, giving them more reason to stay in it and keep working on their characters.
4) It would allow the Devs to create tiered end-game content ramping up the difficulty from Fresh VA/Lt. Gen all the way to Veteran players who are fully maxed. There would be no more guess work as to how their skills were place they would now be able to unleash their full fury with the knowledge that this level of very advanced character is fully maxed out.
5) With another Title and Accolade it would be yet another way to separate the boys from the men, so to speak.
6) The system was initially developed to work without Caps or Limiters: So having them in place is somewhat detrimental to the system.
