Trouble finding Prisoners

So far the only ones I've gotten Federation side have been from military offensives. Are there any other missions that grant prisoners Federation side?

Investigate Leak awards 1 on a crit.. This is the reason Fed prisoners are rarer than Klink side as they're only from Crit results, from a couple missions. Not that Feds have much use for prisoners anyway.

True, but its not like they take up a great deal of space and you can always trade them across the border for diplomacy points.
