Medic and Flight Deck Officer for Feds

Before I continue my hunt, are Medic and Flight Deck Officers actually available for Feds? They are the only specialization that I cannot find any of. I see them very commonly on the Exchange for KDF, but have yet to find any in many packs and much searching on Exchange for Fed versions.

Just thought I'd ask if it was another EMH wild goose chase or not. ;)

Fed flight deck officer is Kel the Retributor, there's usually one for sale in the very rares.
