The Mask energy field is a rather interesting gimmick but i have always found it rather usless on any of my KDF ships, and rather impossible to use on carriers. Stealth in general wither it is any cloak or MES, generates quite a bit of agro against NPC especially the EBC, but the MEF is just the same a MES as a poor mans cloak which brings the short coming of not actually being cloaking. Add into MEF being a out of battle cloak renders it unusable for carriers since they are practically always on red alert due to the carrier commands leave them in that status until toggled off. As it stands that stealthing systems cannot stack any more since a little before or after launch, having redundant stealth systems is rather stupid now since most of the KDF ships comes with cloaking or better, and if some one needed/wanted cloaking they would obtain MES on the ships that didn't come with cloak. Even with the current bug where allied ships in the field will remain stealthed while firing the ability is still rather useless and only useful in an organized PVP group in a PVP environment.
STO is a game that requires a constant stream of DPS and limiting a players DPS due to the sitting there trying to make use out of this power isn't exactly a good move so in luau of the short comings i stated, I move that this power be reworked to something more useful or exchanged for a different power.
One upgrade to the power would to make it a sort of Battle MES with a field atrubute: Lower its stealth rating add in a power drain of 25 aux to user, tone down the defense buff, put user in red alert, fix the issue of allied ships being cloaked while firing, while the user is firing any abilities launching any craft or shooting any weapons will drop the MES on them self while the field stays active until disabled by user or others(aux offline, shockwave, tricobalt, viral matrix, and SNB).
Another thing would to remove the power completly and replace it with another deflector cannon like the MACO set has, or a debuffing torpedo like the Omega, or just some completly different power that can be used while in combat.
Or just leave it relatively like it is and allow it to be stacked upon any cloaking or MES while nerfing it slightly to balance it.
