How long do you have to wait untill you can chat in Zone in this game?... or cant F2P accounts chat in zone period?

How long do you have to wait untill you can chat in Zone in this game?... or cant F2P accounts chat in zone period?
20 hours of gameplay time, per the F2P Features Matrix. http://www.startrekonline.com/f2p_features
Or charge any amount of C-Points to your account (free C-Points don't count towards this, I have discovered...) or be charged/have ever been charged for a sub.
