So, other than the new uniform slot, what are the benefits to joining a fleet? Will I be required to participate in certain missions at certain times? Which fleet should I join?

It is a personal choice
Some players enjoy the social aspects of story telling/playing a character, teaming up in large missions which you couldn't complete alone, or a variety of other reasons each unique to the individual.
As for requirements, it is important to find people of like interests and fits your style of play. Some fleets are very organized which players may consider rigid, but others see a level of discipline amongst games that they can rely on in battles (game wise). Others like the calanders which help plan events so the individual can work his/her schedule around a social event. That is partially why fleets use voice servers; to interact with each other on a personal level.
Other fleets have their own flavor whether species specific (like Cardassians, Romulans, Vulcans, Gorn, etc), more casual with few rules, focused on a specific aspect of the game (PvP, PvE, RP, STFs), some have a loan closet type system for new players to obtain better equipment from those who don't need it anymore, or numerous other aspects. Larger fleets may have more rules in place, but also have foundery benefits as well.
SO, if you look for a fleet test it out. Meet the members, ask questions, and team up a bit. Make sure you tell them about yourself and what you want out of the experience. Both sides must be comfortable for the true enjoyment to be experienced.
