Do these two weapon types have the kind of synergy they appear to? Munch through the enemy's shields with the tetryon beams and maybe a couple boff abilities, then finish up with a torpedo volley?
Or is there a more efficient way to strip shields in PvE that I should know about?

Tetyrons by themselves aren't going to be more effect then just burning down the shield with energy weapons. But as part of a Shield stripping build, they can be effect. A stripping building is best for a Science vessel. but an Odyssey or the MVAM Advanced Esort (both with access to Lt Commander Science Station) can do it as well.
A Shield Stripping build will have Tetyrons, Tachyon Beam, Charged Particle Burst. Anti-Proton Sweep from the Jem'Hadar Space set is a nice addition. Along with Target Subsystem Shields (from Science Vessel or TActical BOFF) is another nice add. The Best Tetryon Weapons for Shield Stripping at thse rewards from the The New Link mission. Phased Tetryon weapons have a 10% chance to proc instead of the standard 2.5%
