I made three Federation characters one of each class, and my first BOFF has been a Tactical Andorian every time. It the game hard wired to do that or am i just "lucky"

You used to be able to pick one, but that went away. I haven't rolled a new KDF since F2P launch, so I'm not sure what happens on that side.

The starting compliment on the KDF side is always the same bunch of officers. I have deleted many Talash`s in my time. :D

I only have the one character so far, but I remember when I was playing the tutorial I was sure I'd picked an Engineer, but was given the Tactical Andorian. I certainly wasn't going to pick her, since my character is a Tactical officer, and I wanted to get some different skills in my group, rather than just doubling up what I had.

I don't know if this helps, but I skipped the tutorial and was actually able to choose my officer from the Academy. I went with an engineer.
