Efficient trait bug

Last time I made a character with the 'Efficient' trait I got +4 to deflectors, emitters and sensors instead of +5 to the efficiency stats.

I thought this was a trait unique to the LT Borg? How did you get access to this trait? Is it availible to all for testing?

starting Bolian, Benzite and Alien toons can have this trait too.
