What does that mean actually?

It augments your stats, by 10%?

Or does it speed up training, and reduces the points needed to obtain a new level?

It gives a little boost to the skill...as in, the skill's final effect. The point cost for ranking Warp Core Training up is the same as normal.

Given that the trait apparently is a slight buff to Warp Core Training's effect, you still need to have points actually in Warp Core Training for the results to show.

It is a popular racial trait at character creation, but you won't be missing out on that much if you skip it. It's hyped so much that a lot of people seem to think it's a MASSIVE power boost. It isn't. It's a small boost.
