Efficent v Leadership - need advice from beta players

So can spec out two different ways here

Human: Leadership + ground trait

Warp Theorist and Techie seem best two choices for Space PvP tune offensive build

OR

Fed Alien

Efficent Warp + 2 of these 3: Accurate / Elusive / Techie

Beta players please help me pick the maximum yield (or give different recomendation if you have one) for playing a space PvP offensive build

Played lots of Star Fleet Command so looking to function at maximum

Also classwise I am assuming Tactical Officer is the way to go not Engineer?

any help on this from some beta players while the server is down?

Is it going to make much of a difference because of the abilities of the bridge officers?

Are the BO abilities cumulative or only one on the stack?
