I bought deluxe edition hoping I will get all this items, but there are they, where are my 500 skill points?
Here is complete list, can someone describe below each reward (in diferent color) how to claim it.

PRE-ORDER EXCLUSIVE
Unless otherwise specified, items are available to every character in a player’s account and are mostly used during a character’s early development. None of these items are trade-able.
NX Prefix
This renowned ship registration prefix designates a special prototype vessel. Players can attach this prefix to the title of any of their ships.
Targ/Tribble
A Targ is a cosmetic pet for Klingon characters only that a player can summon and dismiss at will. The Tribble when summoned increases a Federation character’s healing rate, though it cannot be summoned during combat. A character will take out his Tribble and pet it.
Borg Bridge Officer
Each character created receives a reclaimed Borg Bridge Officer to assist him in space and on the ground. The Borg Bridge Officer possesses unique abilities not otherwise available to players. Bridge Officers can serve with the players for the entire game experience. These special Officers are customizable and have the following starting powers:

Lieutenant: Weapons Malfunction II
Lt. Commander: Shield Generator Malfunction II
Commander: Reroute Power to Shields III
Ensign: Emergency Power to Shields I
Lieutenant: Engineering Team II
Lt. Commander: Directed Energy Modulation II
Commander: Aceton Field III
Constitution Class Ship
Shortly after the tutorial, a player assumes command of a ship. A player can choose either a standard Miranda class or this exclusive, the Constitution class ship. Players fly around in a semi-customizable replica of the TOS ship beloved for decades (the textures can be altered like other ships, but not the components). Players control this ship for roughly 20 hours before being promoted into the next class of ship.
Skill Points
Each character created receives an additional 500 skill points at the beginning of gameplay. That’s a 38 percent increase over what players normally receive through the tutorial.
Joined Trill
At character creation, a player can select Trill as a race. This unlocks special exclusive traits that enhance the character’s abilities. Note that the special abilities are the only exclusive aspect; players are still able to create Trills in the game. However, they will lack the Trill abilities.
DS9 Costumes
Players can clothe their Federation characters in the uniforms made famous in the Star Trek: Deep Space Nine TV series. Players can freely change the colors of the uniform.
TOS Costumes
Players can clothe their Federation characters in the uniforms made famous by William Shatner and Leonard Nimoy in the classic Star Trek: The Original Series. Players can freely change the colors of the uniform. Also note: The TOS costumes do include mini-skirts!
Chromodynamic Armor
This ground item goes into a character’s body armor slot. Based on technology brought back from the Delta Quadrant by U.S.S. Voyager, this personal body armor improves the damage and critical hits of a player’s ground energy weapons.
Multi-spatial Personal Shield
This ground item slots into a character’s shield slot. This advanced personal shield system is based on Borg technology and constantly regenerates itself and even a character’s health.
TR-116
A player equips this phaser rifle into one of his two ground weapon slots. The TR-116 is a rare projectile weapon is used in dampening fields and other challenging environments, it is also modified with a micro-transporter which beams the fired projectiles to targets at close range so that a user can fire without a direct line of sight.
Red Matter Capacitor
A unique item slotted into a ship device slot that charges up and delivers extra energy to all of your ship’s equipment for a short time. The Capacitor has a long recharge.
Automated Defense Battery
This ship item slots into the Tactical Console slot. Tactical Module that grants the ship a passive 360 arc attack power with a short range.
KKKHHHHAAAANNN Emote
Players will be able to do the famous Kirk Khan yell from Star Trek II: The Wrath of Khan.
Bloodwine Toast Emote
This gesture is known throughout the galaxy as a hallmark of Klingon society.

1) that's simply a list of all possible preorder bonuses. No single order gets all of those. Each company who offers a preorder gives one or two of those bonuses.
2) you can't claim your preorder bonuses until Feb 2nd or later, after you physically buy the game and enter your retail key into your account.
Please use the search function before posting in the forums. I am also sure that if you had read the Preorder FAQ instead of just the Preorder Exclusive pages, your questions would also have been answered.

To quote the Preorder FAQ
Q: If I purchase the game in order to get the retailer exclusive, can I give the code to someone else?
A: No. You only receive the retailer exclusive once you redeem the retail code. Once you’ve done that, the code cannot be used again.
Q: How do I get my items?
A: After you’ve entered your retail keys(s) and create a character, you’ll enter your first map and immediately see a pop up screen. This will notify you of the item(s) available for you in our C-Store, online microtransaction store. You’ll be able to collect these items for free at any time and they’ll be applied to that particular character.
Q: How do I get the exclusive costume pieces and the Joined Trill?
A: Once you’ve added your retail key to your account, the costume pieces and Trill are unlocked for you during character creation.

Wal-Mart offers 500 extra skill points. Available to characters at beginning of game play. This gives a small jump on Character Advancement at the beginning of the game with a new character.
Direct 2 Drive offers Multi-Spatial Personal Shield. This advanced personal shield system is based on Borg technology, which constantly regenerates itself and the health of its wearer. ok so I paid 60 dollars on a pre order for the syfy bundle but all I keep hearing is that in order to get my rewards I have to buy a "full version" of the game...(I have not received my deflector dish as of yet). What does that mean? that 60 dollars didn't get me the whole game? And if it did why have I not yet received the dish?

Then you go to teh ingame C-store and select you wants.
In some cases you reroll to get certain pre-order bonuses such as the Connie or special Uniforms.

Where is this "C-store" I keep seeing references to? No idea how to access it

Click the downward triangle next to the minimap. Under the option Visit the Bridge, there should be an option Visit the C-Store.
Once there, go to the Special Unlocks tab and your preorder bonuses should be there. If you received uniforms, just go to the tailor and they should already be available to choose.

I don't think I'd seen this anywhere. Does that mean, if I get the Atari CE and the Atari DDE, those bonuses don't stack? Since I have the Atari DDE, if I wanted to splurge, I'd have to get a different company's CE? That would be pretty unfortunate, since the only other CEs I see on the retail page are from Australia... I would assume that's not the case, but the FAQ uses Walmart as an example, and "same retailer" is ambiguous when it comes to this situation.

OK.. you bought the Atari DDE.. you get the Atari 500 Cryptic Point exclusive plus the contents of the DDE package.
If you buy the CE now from Atari, you get the CE content, but not the 500 Cryptic Points because you already claimed the Atari Pre-Order Bonus (refer to the Pre-Order FAQ posted in the Federation News Network made by a Dev). HOwever this is if the code is being used on the same account.. the Atari Pre-Order bonus of 500 Cryptic Points will not stack.
However if you order CE from Gamestop / EB Games, The offer the Pre-Order bonus (Gamestop Exclusive item) of the TOS Starship (Should have ended Feb. 2, 2010, however some copies still ship with the Pre-Order bonus). This will stack with the Atari Pre-Order exclusive bonus of 500 Cryptic Points on the same account.
This was done by Cryptic to prevent people from ordering say 5 copies from Wal-Mart to get the 500 free starting skill points (2500 free starting skill points) to stack them up to become OP at lvl 1. So people who buys 5 copies from Wal-Mart only get the 500 Skill Point Exclusive Bonus 1 time per account.. they will not stack. Same goes for Cryptic Points from Atari. Same goes for the TOS Starship from Gamestop.. what would you do with 5 TOS Starships on your 1 account?
but as I mentioned, you can buy from Atari and Wal-Mart and get the 500 Cryptic Points and the 500 Starting Skill points and put both of those on your 1 account.
Pre-Order Exclusives do not stack if you buy them from the same retailer AND put them on the same account. Only Pre-Orders from DIfferent Retailers will stack on the same account.
The only way to take advantage of 2 Atari Pre-Order exclusives is to have 2 separate accounts and apply 1 key to each account since they will not stack on the same account.

Right, forgot about the Gamestop CE. It's not mentioned on the sto.com/retail page. I guess the question was directed more towards the TNG and DS9 uniforms, and red matter doohickey, from the CE, but I get the impression that those are not pre-order bonuses, but part of the package.
I suspect it would help if they clarified what items we actually can't get now that 2/2 is past. The /retail page has all the same stuff, except for the head start and beta access, as it did before.

Correct, the DS9 / TNG Uniforms and Red Matter Collector is part of the CE package and is not a Pre-Order Exclusive.

Yeah, that was a good post, I should have looked more carefully when I quoted it. However, all the stuff you call "pre-order" still shows up on the /retail page under the details for each retailer.
