Commander and Captain ship skills useless?

unless im reading the descriptions wrong you can save 6300 skill points by not leveling the comander and captain ship ranks.

Lt. - All ship increase
LT. cmdr - Any ship specialization increase ( science , escort , cruiser)
Cmdr - T3 specific ship increase
Captain - T4 specific ship increase
Admiral - T5 specific ship increase

There is no incentive to level Comander or Captain ship skills except easier leveling... and leveling goes too fast for that to matter...

There is something about useless skills that bothers me.......

A side effect of a skill system that until 2 weeks ago had no cap.

sadly smakphat is correct.....skill system needs an overhaul since it was designed around a capless skill system.....now that they have implemented the skill cap last second to allow for growth you have a number of skills that won't be trained because they are transitory skills.
