I've found a bug:
In the character modifications screen, at the uniform part, one cannot select a rank badge. The drop-down box does function, but when you left-click on a rank (e.g. Lt. Cmdr), the selection goes back to 'None'.
I was able to correctly assign rank badge in Open Beta, so this bug was probably the result of a patch.
