How many BO's can I have?
 
Aside from the BO's Operating Consoles, how many reserves can you have? Does it change with rank? I ask because I can't activate my Borg BO that I got with Pre-order because I already have 4 Active officers.

It changes wiht your overall rank, not your level.

At Lt.C you get 6 BOFFs total, 4 stations on the ship. Goes formt here - more as I raise ranks :)
