Whats with Tachyon beam

Does Tachyon beam actually do something, or is it another of those powers that need to be maxed via skills to be effective? I mean, I don't have many buffs on that bridge officer yet but Im better off shooting the target with a regular phaser because it lowers their shield faster than the tachyon..

It drains shield strength away but more importantly depresses the regen for a while, making the shield softer.

You don't really need to max out the skill, but you MUST use it with at least 50 aux or so. Its effectiveness tanks at low aux power levels.
