[Bug] Training rare BOff Skills (Viral Matrix III) has no effect
 

Hola,
a blue (rare) Science BOff joined me today with Viral Matrix III. To my dismay training it to 9/9 did not lower the cooldown to 45sec.

Same thing happend with an Engineering BOff and Emergency to Shields III or something similiar (Shield Something III)
