Global Cool Downs
 
Heres the situation:

My Ship (Science Vessel) has 1 Tac BO, 1 Eng BO, 2 Sci BO.

The Tac BO has Torpedo High Yeild 1

The Eng BO has Eng Team 1

1st Sci BO has Sci Team 1

2nd Sci Bo has Sci Team 2 and Hazard Emitters 1

Why when I click Sci Team 2 does it trigger a global cool down on Eng Team 1? Simple question. But is it a bug or working as intended? I can understand if clicking Sci Team 2 triggers the global cool down on Sci Team 1, but cant figure out why a Science BO skill would trigger the cool down on a Eng BO skill..

Anyone know or have any ideas?

All teams set off the global, eng, science, and tactical.

If that were true, then using a science BO would set off the global cool down on Torpedo High Yeild 1 (a tactical bo) which (as far as I can tell) doesnt happen

What? No. High Yield Torpedo isn't a team... Only teams set of the global cooldown for teams. Same was using Reverse Shield Polarity puts a global on Extend Shields. Using a 'system' on the ship puts that system on global cooldown. Teams are a system.

Also: Hazard Emitters and Polarize hull.

You are basically using a portion of your crew for tax, eng, and sci team ability... It's a crew bases ability. Apparently all crew/team based abilities are on same CD for some reason.

Both science and engineering teams are using same subsystem "crew". Abilties from same subsystem share a 20s cooldown.

Each subsystem type has its own gcd. The teams are all Crew type, so trigger Crew gcd. If you right click into the info on each skill, it should still have listed the subsystem type it uses so you can plan your skill usage.
