Liberated Borg officer bugged captain skill lvl in space
 

Aceton is obviously bugged but could not train a new skill like eject warp plasma II on my liberated Borg officer. I had to promote a regular engineer officer up two levels and swap a bunch of skills around... Lots of wasted honor and skill points. Anybody else having that problem?
