Klingon Vault

OK I have been trying to get to the Psi system to complete the VAULT from Klingon Space, how do you get there to complete it??? I can't cross Federation space!!!

You have to go through Pi Canis then Psi Velorum to get to the Vault and Mine Enemy

Just a note: the jump to Psi Velorium sector space is from the Mempa sector, though this is not shown on the Sector Space map.
