I have bottomed out on points and need to retrain my character to reach Vice Admirial. Any suggestions on how to do this.

It depends on a lot of different factors. I suggest using this star trek online skill planner.

Did you max out all the tier one skills, and had 100 points left over that you couldn't spend? You shouldn't do that. If you're going to put points into all T1 skills, put only 7 ranks in each (as the last 2 ranks are 1 grand point for 200 skill points), and use the now surplus of skill points you have in the higher tier skills for a bigger bonus.
