I'm down with that. PVP's still a state, but progress is progress, I'm glad some concerns have been noted and acted upon, thanks muchly devs.

I like this cooldown and think it's appropriate. Severely minimizes the 6 peng per ship build teams but doesn't punish someone running two of them. Two pengs are manageable.

Three support ships that dont do damage can still hit you with one every 3.3 seconds. This means you can easily still have 4+ on you at a time.

true, but its still faaaaaaar better than the 13 stack i had on me at one point a few weeks ago.

Nope they need be unique.
Its been stated with the pendulum still in the sci part of the game and having low weapon energy cruisers and CC/Debuff Sci ships. Now it will just be team composition like this 1 escort and 4 other ships with 2-4 pengs a piece which means you could have 8 on you every 10 seconds and 12 on you before your HE comes back up. They need to have HE scrub it during the duration.

It is a start and we will see how it changes the game but I would prefer a higher GCD (same amount as HE has). Additionally a stack limit would be nice (<5).

good change. my slow turning cruiser with 1 fore and 1 aft isn't terribly effected. im glad its not unique, and using more then 2 on a ship has been made useless, this is exactly what needed to happen.

I agree..

10 secs GCD is a good change.. That means two torps are useful, and it means that people wont have procs going off damaging everyone every 3 seconds when HE is down.

Unless a full team uses them ofcourse, but I dont think that is a huge problem.
