You guys were following some kind of rules before? :p
But yes, I've found that no matter how much or little cheese you bring people will find something to complain about when you steam roll them.
The Pandas don't tend to police themselves but we more or less follow OPvP guidelines. Depending on who is on a team we might have a couple copies of TS, one guy running mines, or an extra science captain. We are able to change pretty easily into an "approved" setup if requested, or go into "retribution mode" if we see AMS, SS3, excessive mines, etc.
Really, I think it's the right way to go. If we police ourselves too well then all of the deep-seated balance issues won't be apparent to the general population and there will be even more angst generated when people decide to use things that have been deemed 'unclean'. On the other hand, if the community goes out of it's way to abuse Cryptic's design flaws nobody from the general population will ever want to queue up again.
There's a middle ground here, I think we have it down pretty good. Hopefully TSI is able to find that middle ground as well. I think other fleets should also strive for this. I see some fleets ping-ponging between heavy policing and heavy cheese, and it seems like the consequences have been bad for those fleets.
