Launcher not working

I've recently installed STO.
The game launches on the first time, but when I close it and try to re-launch - the launcher opens up with a white screen and gives the following message, in Chinese :


Is there anything I can do to solve this problem? The screen doesn't change, and uninstalling and re-installing the game doesn't help either.




Okay, I skipped the Launcher and started the game directly from gameclient.exe.
The game loads up, but I'm unable to log-in (connection timed out).
I've run nettest.exe and got the following results show that the connection is okay:

Ping: 166.7 msec.
All ports (averages): 90 KB/sec, 5 KB/sec, 90 KB/sec, 500.
Idle NIC bandwidth: Send: 0 KB/sec, Recv: 0 KB/sec.

I've tried to turn off the Windows Firewall - with not effect.
Also, it's important to point out that this happened only on the Second time I tried to launch the game; Upon launching it on the first time it worked okay.

I've checked IE - works fire, no firewall setting are turned on, neither proxy.

Please advise.
