I went to the pointy eared non giver of the assignment at Starfleet Academy, it gave the assignment in the title, the requirements of the assignment are to have a Photonic Studies Scientist, now i have 1 of them ellusive beasties hiding in my ship and the option to use her wont come up in the recomendations or anything, am i doing something wrong? - also i cant get anyone come up in show all roster.

I have the Doff
I have enough slots to have more assignments
I have never done the assignment before..ever so there is no cooldown

I just dont know whats wrong, does anyone know

Cultural exchanges do not require any DOffs to start, you merely tell it to get going...
