Chaining: It is recommended that you find an easy way to continually chain: EPTS-III, Tactical Team & EPTA-I. In this way, you will not only benefit from added shield power levels and resistances, but you will also benefit from stronger healing and resistances from increased Auxiliary power levels. Note: this build allows you to run high shield and high Weapon Power levels.
Countering a Sub-Nuke: If you are Sub-Nuked by a Science Career Officer, it is recommended that you have thought to have saved Rotate Shield Frequencies and Science Team for use at this time!
Note: your Rotate Shield Frequencies will cool-down faster than a sub-nuke. Therefore, you should always have it on standby. Science Team also helps with your shield health, but it is much more useful to have saved it for a sub-nuke because you cannot afford to have your Bridge Officer Abilities suffer longer cool-downs.
Why the two forward facing turrets: I have found often due to the horrific turn rate of this particular cruiser that enemy targets tend to funnel behind my ship. With the two forward facing Phaser Turrets you will now be able to bring more firepower to enemy ships behind you!

I really wouldn't want to be losing to many Phaser relays for a ship that looks like it relies on them.
And finally what is the purpose of the ship?

i would say put the assimilated console in an engi slot, and get 3 phaser relays
get 3 neutronium and switch one for the cloak each time u need it.
i would remove the turrets completely and put in beam arrays and run FAW 1 instead of BO1
also a third beam instad of a second torpedo tube in the back.
Also the EPtA 2 times makes no sense to me, to have one i could understand, but why dont use EPtW, get the 5% dmg buff+15% when coming out of cloak, fire lance would make actually a decent alpha strike followed by a BO1.
instead i would use aux batteries or buff your alpha even more with a weapons battery and the DOFF that gives some +% to dmg for 10 sec when using the weapon battery.
