How do we find them, and what level do we need to be to make/join one?:confused:

In STO they are called Fleets.

You can find details on forming Fleets on the STOWiki page: http://www.stowiki.org/Fleet

As for finding them, when you're in-game there is a "Social" button along the right side of the mini-map (just below the mail icon) which will open the window that has a "Find Fleet" tab.
